Supply, IT and Communications Department

Supply, IT and Communications Directorate is divided into two departments:
- Supply and Logistics Department and
- IT and Communications Department
Supply and Logistics Department consists of three sectors:
- Warehouse and Logistics Sector
- Customs Sector
- Bunkering Sector

Scope of Activity:
Supply and Logistics Department is responsible for the supply and delivery of stores, consumables, spares, technical gases, lubricating oil, fuel and chemicals, and food, if necessary, on board of the Navigation Maritime Bulgare ships, the shore facilities of the Company, using its own road and/ or leased road, air or sea cargo and transportation means.
The policy on selection, assessment and establishment of relationships with suppliers and carriers is determined by Manager of Supply and Logistics Department and the Director of Supply, IT and Communications.
The department is responsible for the purchase, supply and organization of the transportation of stores, consumables, spares, technical gases, lubricating oil, fuel oil and food, if necessary, on board of ships, by the Supply Officers of fleets department, subordinate to the Fleet Managers, in accordance with the procedures, directions and instructions given and endorsed by the Company Management.
The Director of "Supply, IT and Communications" and Manager "Supply and Logistic" are entitled and obliged, in accordance with their official duties, to control and supervise the performance of the purchasing officers in the fleets and the entire supply and transportation activity, and take all necessary actions and measures to avoid errors and omissions that would not comply with the interests of or cause damage to the Company, and take regular care for the development and optimization of department operations.
The department is responsible for the purchase and storage of stores, consumables, spares, technical gases, lubricating oil, fuel from domestic and overseas companies, acceptance of goods on consignment or safekeeping, deposition of goods in and withdrawal from warehouses,
in accordance with the procedures of Navigation Maritime Bulgare, and the directions and instructions given by the Company Management and the immediate manager in compliance with the effective EU regulations and the laws of the Republic of Bulgaria. The purchasing officers perform these operations together with the customs agency officers and Warehouse Manager, in agreement with the Manager of Supply and Logistics Department.
The supply with stores, consumables and spares from the warehouse of the Company is carried out by the shippers and the customs officer takes part in the arrangement of all customs formalities under the supervision of the Manager of Warehouses and Logistics Sector and upon written request made by Superintendent and/or Supply Officer responsible for the supplied ship.
All domestic and overseas supplies are generally transported by own road transport means of the Company, except for events when the Company does not have enough road transport means or in case of emergency supplies and/or if there is an economic benefit from leasing and using external company transport or other type of transportation (air or sea) or courier services.
The fuel oil supplies of the Company is performed by the Bunkering Sector officers of the Supply and Logistics Department. For domestic supplies the fuel is transported by a tanker bunkering vessel, under the immediate directions of the Department., or by third party bunker companies.
Hierarchy Structure
The Manager of Supply and Logistics is an immediate subordinate and reporting to the Director of Supply, IT and Communications Directorate. The immediate subordinates and reporting to the Manager of Supply and Logistics Department are listed below in subordination order:
- Supply and Logistics Inspector/operator- reports to Supply and Logistic Manager;
- Bunkering officers- report to Supply and Logistic Manager;
- Warehouses and Logistics Sector- all personnel report to the Warehouses and Logistics Sector Manager, and the Warehouses and Logistics Sector Manager reports to Supply and Logistics Department Manager;
- Customs Sector- immediate subordinate and reporting to Supply and Logistics Department Manager.
IT and Communications Departments consists of four sectors, a service and expert:
- Shore ITC Sector
- Ship ITC Sector
- Software Development Sector
- Sector Accounting Authority BG02
- "Ship Communications and Navigation systems" Service
- Ship Radio Navigational and Communications Systems Expert

Scope of Activity:
IT and Communications Department provides reliable operation of radio-navigational and telecommunication systems and services on board vessels of Navigation Maritime Bulgare JSC (in cases of fault/defects the same can be rectified by Service for Ships Radio Navigational Equipment included in the structure of the department ).; provides all types of communications of Navigation Maritime Bulgare JSC. with other shore correspondents using internet, telephone, radio-telephone and satellite connections, and data transfer; provides overall computer and software maintenance of shore management of the company and the ships.
IT and Communications Department comprises the following organizational units:
Shore ITC Sector performs, monitors and is responsible for the following tasks:
- Maintenance and development of the Internet of Navigation Maritime Bulgare JSC..
- Maintenance of computer stations in all organizational units.
- Implementation of software and hardware standard in Navigation Maritime Bulgare JSC.
- Budget planning and supervision of the supply and maintenance of computer equipment and software.
- Training of company employees responsible in using computer equipment and integrated software.
Ship ITC Sector performs and is responsible for the following tasks:
- Maintenance of all computer stations on board the vessels of Navigation Maritime Bulgare JSC..
- Maintenance of the software for business correspondence of the vessels.
- Development of a database necessary for the operation of the commercial software.
- Training ship staff for working with the software installed onboard.
Software Development Sector performs and is responsible for the following tasks:
- Development and maintenance of software for Navigation Maritime Bulgare JSC.
Sector Accounting Authority BG02 performs and is responsible for the following tasks:
- Performs all duties of Accounting Authority BG02 for vessels communications for Navigation Maritime Bulgare JSC and other shipowners all to international and national regulations
- Keeping the register of all mobile satellite stations in Bulgaria.
Service "Ship Communications and Navigation Systems" is responsible for the following tasks:
- installation, maintenance and repair of GMDSS equipment, connection and radio navigation systems.
- Providing licences, permits, maintenance services in Bulgaria and abroad for the vessels of Navigation Maritime Bulgare JSC.
- Presenting ships for certification by national communication, marine and classification societies.
Ship Radio Navigational and Communication Systems Expert is responsible for the following tasks:
- Giving expert advice and technical consultation to superintendents and suppliers at Fleet Departments, related to overseas repair of ship communication and radio navigation systems and ship voyage data recording, supply of spare parts for that equipment and systems.
- Duly preparation of reports and analyses with proposals for new communication services, optimal operation and change of equipment.
- Supervision of the registration of mobile and satellite terminals
